Horeb is the mountain of God where Moses saw the burning bush while keeping Jethro's flock (Exodus 3:1), and where Moses struck the rock so water came out for Israel (Exodus 17:6). It is where the LORD made his covenant with Israel and gave the law (Deuteronomy 5:2, Malachi 4:4), and where Elijah later traveled forty days to meet God (1 Kings 19:8). Scripture treats it as Mount Sinai.
