The Lord reigneth; let the people tremble. Exalt the Lord our God, and worship at his footstool; for he is holy.
The last of the enthronement psalms before the great praise cluster of 100-106. The LORD reigns; the people tremble; he sits between the cherubim; let the earth be moved. Great in Zion; high above all people. Praise his terrible name; it is holy. God loves justice; he executed judgment in Jacob. Moses and Aaron and Samuel called on him; he answered in the cloudy pillar. He was a forgiving God, yet took vengeance of their inventions. Exalt the LORD at his holy hill; he is holy.
God's holiness is not mere distance but the combination of absolute righteousness with the patience to answer prayer, forgive his people, and still hold them accountable.
verse: "Thou answeredst them, O LORD our God: thou wast a God that forgavest them, though thou tookest vengeance of their inventions." Both grace and accountability are held simultaneously.
No superscription. Closes the enthronement psalm sequence (93-99). The naming of specific intercessors (Moses, Aaron, Samuel) in vv6-7 is unusual in the Psalter and grounds the abstract enthronement theology in covenant history. Book 4.

Psalm 99 is the third and final enthronement psalm with the refrain 'he is holy' (vv3, 5, 9). The invocation of Moses, Aaron, and Samuel connects the enthronement theology to specific historical intercessors, grounding the cosmic kingship in covenant history. The psalm's tension between forgiveness and accountability shaped Christian theology of divine justice.
For when you need to hold together God's forgiveness and God's accountability in the same thought. The psalm refuses to let either swallow the other.
