Unto thee will I cry, O Lord my rock. The Lord is my strength and my shield; my heart trusted in him, and I am helped. Feed them, and lift them up for ever.
A short but structurally complete lament. David cries to God his rock not to be silent, because silence equals death for him. He pleads not to be reckoned with the wicked who pretend peace while plotting harm. Then, before any sign of answer, the psalm pivots on 'Blessed be the LORD, because he hath heard': the answer is received in faith before it arrives in fact. Ends with blessing on the people.
God's silence in crisis is the specific dread, and the pivot to praise before the answer comes is the psalm's theological center.

Superscription: 'A Psalm of David.' Directed toward 'thy holy oracle' (v2), the inner sanctuary of the tabernacle where the ark resided. The 'holy oracle' (debir) is the Holy of Holies. The closing prayer for 'thy people' and 'thine inheritance' indicates this is not purely private prayer but has corporate dimensions.

Psalm 28 models the transition from lament to praise that is one of the Psalter's defining features. The pivot at verse 6 is not explained by any external event: David simply shifts from 'hear my cry' to 'blessed be the LORD because he hath heard.' This is the interior discipline of faith and has shaped Christian liturgy of prayer and thanksgiving.
For when you are afraid God is silent and the silence itself feels like death. The psalm asks for hearing, then declares it happened, without waiting for the outcome to verify it.
1[A Psalm of David.] Unto thee will I cry, O LORD my rock; be not silent to me: lest, if thou be silent to me, I become like them that go down into the pit.
2Hear the voice of my supplications, when I cry unto thee, when I lift up my hands toward thy holy oracle.
3Draw me not away with the wicked, and with the workers of iniquity, which speak peace to their neighbours, but mischief is in their hearts.
4Give them according to their deeds, and according to the wickedness of their endeavours: give them after the work of their hands; render to them their desert.
5Because they regard not the works of the LORD, nor the operation of his hands, he shall destroy them, and not build them up.
6Blessed be the LORD, because he hath heard the voice of my supplications.
