Who is Niger?
Niger was a surname of Simeon, one of the prophets and teachers in the church at Antioch, listed alongside Barnabas, Lucius of Cyrene, Manaen, and Saul (Acts 13:1). He appears only in that verse, where this company is gathered as the Holy Ghost sets apart Barnabas and Saul for their mission.
